Employment visa processing in Dubai
Six dependent steps, each with its own validity window. Most delays come from treating them as six separate errands.
An employment visa in Dubai is not a single application. For a mainland company it runs from the MOHRE work permit and offer letter through the entry permit, the employee's entry or in-country status change, the medical fitness test, Emirates ID registration and finally residence visa issue.
Each step carries its own validity period. When one step is delayed past the validity of the step before it, the sequence does not pause. It fails, and the company pays again.
The sequence, and where each one breaks
| # | Step | What it depends on | Where it commonly fails |
|---|---|---|---|
| 1 | Quota confirmation and work permit application | Valid licence, establishment card, available quota, correct job title against activity | Quota exhausted, or the job title does not match the licensed activity, so the application is rejected rather than queued |
| 2 | Offer letter and labour contract | Employee signature, correct salary and terms | Salary stated differently across offer, contract and bank letter, which surfaces later at visa or bank stage |
| 3 | Entry permit issue | Approved work permit, passport validity, photograph meeting specification | Passport with insufficient remaining validity, or a photograph rejected on background or size |
| 4 | Entry on the permit, or in-country status change | Entry permit validity, current visa status if already in the UAE | The employee travels late, or the status change is booked after the permit's validity has run down |
| 5 | Medical fitness and Emirates ID biometrics | Appointment availability, employee attendance | Appointment scheduled without reference to how many days of permit validity remain |
| 6 | Residence visa issue and labour card | Medical result, Emirates ID registration, insurance in place | Insurance not arranged in parallel, holding the final step for days |
How we run it differently
Backwards from the deadline
Every file is planned from the expiry of the entry permit, not forward from the offer letter. Medical and biometric slots are booked against the remaining validity, so the sequence closes before the window does.
Documents checked before submission
Passport validity, photograph specification, attested certificates where the role requires them, and the consistency of salary across offer, contract and any bank letter. Rejections cost more time than checks.
Batching where it helps
A hiring round of twelve is scheduled as a batch with staggered medical slots, rather than twelve independent files competing for the same appointment availability.
Quota planned, not discovered
Quota position is checked against the hiring plan each quarter. Where an increase is needed it is applied for before the offers go out, since the increase itself has a lead time.
The employee kept informed
The person being hired receives the appointment dates and what to bring, in writing. Most missed medicals are communication failures, not attendance failures.
Cancellation handled properly
Exits are processed with the grace period calculated and diarised. Overstay fines almost always come from a cancellation that was completed but never followed through.
Other visa categories we handle
- Investor and partner visas for shareholders named on the licence, including the share verification step that precedes them.
- Dependent visas for spouse, children and parents, including the salary and accommodation conditions that determine eligibility.
- Golden Visa applications where an employee or shareholder qualifies under a specified category, run as an assessment first rather than an application first.
- Visa transfers between employers, and between free zone and mainland entities within the same group.
- Cancellations and exits, including final settlement coordination with payroll and the labour ban position where relevant.
Eligibility for each of these depends on current rules that change. We assess before applying, and say plainly when a case does not qualify.
Employment visas: what HR teams need answered
How long does an employment visa take in Dubai?
End to end it depends on which of the six steps can run in parallel and on how quickly the employee attends the medical and biometrics. The parts within a provider's control are document preparation and submission timing. The parts outside it are authority processing and appointment availability. Any provider quoting a single guaranteed total is quoting the best case and hoping.
What happens if the entry permit expires before the employee enters the UAE?
The permit lapses and a new application is required, with the associated fees payable again. This is the single most common avoidable cost in visa processing, and it is why travel dates are confirmed against permit validity before the permit is even collected.
Can an employee already in the UAE on a visit visa change status without leaving?
In-country status change is available in defined circumstances and depends on the current visa type and the employee's nationality. It is not universally available, and eligibility should be confirmed for the individual before an offer letter commits to a start date.
Do we need attested educational certificates?
It depends on the job title and the activity. Certain professional and regulated roles require an attested degree certificate, and the attestation chain runs through the issuing country before the UAE stage, which takes weeks rather than days. This is checked at the offer stage, not at the visa stage.
What is the labour quota and why does it block hiring?
The quota is the number of work permits a licence is permitted to hold, set with reference to factors including the licensed activity and the office space registered against the licence. A work permit application against an exhausted quota is refused, and the increase application has its own lead time, so quota is a planning item rather than a processing item.
Who is responsible for overstay fines?
Between employer and employee that is a matter of the contract and the circumstances. Between the company and the authority the company is answerable. The practical control is the grace period after cancellation being calculated and diarised at the moment of cancellation.
