Document attestation in Dubai

The chain matters more than the documents. Attestation done out of order has to be started again from the country of issue.

Attestation is the process of having a document issued in one country recognised as genuine in another. For UAE purposes a foreign document normally passes through authentication in its country of issue, then the UAE mission in that country, then the UAE Ministry of Foreign Affairs, with legal translation where the document is not in Arabic.

Each stage depends on the one before it. A document presented to a later stage without an earlier one is refused, and the correction usually means sending it back to the issuing country.

What gets attested, and why

For employment

  • Degree and professional certificates for job titles that require them
  • Experience letters where a regulated role demands proof
  • Marriage certificates for spouse visa applications
  • Birth certificates for dependent children

For corporate purposes

  • Certificates of incorporation and memoranda for foreign parent companies
  • Board resolutions authorising a UAE entity, a signatory or a bank account
  • Powers of attorney granted to a UAE representative
  • Audited financial statements where a counterparty or authority requires them

The chain, in order

  1. Issuing country authentication. Typically a notary, then the relevant government department, then the foreign ministry of that country. India, the Philippines, the United Kingdom and the United States each run this differently.
  2. UAE embassy or consulate in that country. The document is attested by the UAE mission before it travels.
  3. UAE Ministry of Foreign Affairs. The final attestation inside the UAE.
  4. Legal translation. Where the document is not in Arabic, translation by an approved legal translator, which itself may require attestation depending on the receiving authority.

Two practical points. First, the chain runs in one direction only, so a document that skips a stage is not partially complete, it is unusable. Second, the timeline is dominated by the issuing country, not by the UAE, which is why attestation belongs in the recruitment plan rather than the visa plan.

How we handle it

  • Assessment first: what the receiving authority actually requires, which is often less than the employee has been told and occasionally more
  • Country route confirmed before any document is sent, including whether the issuing country's process runs through an intermediary
  • Coordination with family members or former universities overseas where originals must be produced there
  • Legal translation arranged through approved translators, with the translated document attested where the authority requires it
  • Tracking and custody, with a signed inventory whenever originals leave the company's possession

Attestation: what companies get wrong

How long does attestation take?

The UAE stages are short. The issuing country stages are not, and they dominate the timeline. Where a certificate must be produced by a university abroad, or where a document must travel physically, the process runs in weeks. This is why it should start at offer stage rather than after arrival.

Does an Apostille remove the need for embassy attestation?

It depends on the arrangements in force between the countries concerned and on the receiving authority's requirements, and the position has changed in recent years. It should be confirmed for the specific country and document rather than assumed either way.

Which employees actually need an attested degree certificate?

It is driven by the job title and the licensed activity rather than by seniority. Certain professional and regulated roles require it, others do not. Checking the requirement against the intended title before the offer is issued avoids both unnecessary attestation and a stalled visa.

Can attestation be done after the employee has already arrived?

Sometimes, but it creates the worst version of the problem, because the document must usually be produced in the country of issue while the person is here. Family members or a representative there can often act, but it is slower and less certain than starting earlier.

Do you take custody of original documents?

Yes, under a signed inventory, and originals are returned the same way. Passports and certificates are tracked individually rather than held as a batch.
